INTRODUCTION

This document is the first deliverable of Task 5.1.4. Technical report on the evaluation of pilot performance and constitutes the fifth milestone of the Work Package 5. The document compiles 19 individual reports covering the evaluation of the 19 specific initiatives proposed.

The relevant factors and agreements that will drive the success of the prototypes piloted have been identified and assessed in this section.

The document has been structured into seven sections. Each section provides information about the specific initiatives that form part of it. Each individual initiative report is structured as follows. Firstly, an analysis of the benefits that the prototypes carried out in MEDNET would have for port communities and users in the Mediterranean has been carried out. Secondly, the opinions of beneficiaries of the developed prototypes have been compiled. The last section evaluates the potential impact that the pilot actions may have on the improvement of maritime accessibility and transit capacities via multimodality and intermodality in the Mediterranean.

BENEFITS OF THE DEVELOPED PROTOTYPE

The prototype action consisted in the development and implementation of the White box system envisaged as part of the Sistema de Control de Mercancías del Puerto de Melilla (Cargo Control System of Port of Melilla or SISCOM) which has already concluded successfully.

The implemented system allows the port authority to enter the data manually (container IDs) on a real time basis through a Personal Digital Assistant (PDA) and, automatically, check the information of the cargo and start the time tracking, necessary for applying the right billing fees.

Up until now, this is the new data obtained after implementing the Pilot Action:



  • Tracking of containers at the yard in real time and at any given moment. Data sorted by consignee or/and owner of the cargo.

  • Log and register of any movements (maneuverers) or operations performed by container from the moment they enter the terminal up until they leave it.

  • Entry and departure times for each container.

Regarding potential technical advantages, the benefits from the pilot action are:

  • Introduction into the database of all information from the containers to be unloaded from the ship linking the preloading information to all the data information available of the containers to be unloaded (container size, type of cargo, special needs, etc.).

  • Introduction of automatic clearance.

  • Statistical control and performance assessments regarding the different types of cargoes, consignees, stevedores, etc. Adding the possibility to improve the yard usage and container placing policies in the future among other measures.

Finally, the following benefits in terms of time savings are to be considered as well:

  • Reduction of time necessary to produce the billing.

  • No need for visual control of yard contents (manual counting

OPINION OF BENEFICIARIES

To assess the opinion of the beneficiaries of the pilot action we circulated a brief questionnaire to different departments of the Port Authority of Melilla (we provide the full answers by the IT manager and the head of port operations at the annexes of this deliverable). Additionally, a brief summary of the improvements introduced to the software developed by request of the end-users is also provided at the end of this section.

In general terms the reviews by the managerial staff by the port authority are positive, since the pilot action provides more transparent and tighter control of the operations produced in the container terminal. The benefits, in fact, coincide with the ones listed in the previous section, highlighting:


  • The easiness to expand the use of the software and hardware to all consignees and all cargo operating in the terminal in subsequent phases of implementation.

  • The control on real time of the contents of the container terminal and easiness to check historical movements for any given container.

  • The potential to link all information on the containers, with the developed database, especially concerning the pre-arrival notifications.

  • The fact that now automatic billing and clearance are possible.

  • The reduction of time consumption for accurate billing

Besides that, some drawbacks and room from improvement have been pointed out by the IT department and the stevedores operating the PDAs from the fork lifts inside the terminal. The main drawbacks identified so far are:

  • More time required for the loading and unloading operation. Right now the PDAs do not include the option to read the container IDs automatically, an option that was considered in the pilot action deployment plan but was finally not implemented due to time constraints. It is expected to include it in future phases.

HOW DO THE DEVELOPED PROTOTYPE CONTRIBUTE TO THE OBJECTIVE OF FACILITATING TRADE AND SEA TRANSPORT IN THE MEDITERRANEAN?

The results of the prototype have and will have positive effects on several areas, not only improving the performance of the port but also the perceived quality by its users, in this case, the consignees. The benefits of the pilot action can be summarized in the following categories:



  • Transparency. The automatic recording of times enables the port authority to bill for type of cargo and storage in completely transparent manner. In fact, cargo owners and consignees could check remotely the data used by the Port Authority and estimate the costs that will be charged to them.

  • Automation and systematization. Automating the tracking of containers and keeping its inventory on a real time basis reduces the time to perform certain procedures. After introducing the OCR system and/or linking the current databases with the financial and operations department the operations will be faster speeding up the clearance process while reducing the staff costs related to yard inventory control.

  • Type proof environment. Each container code has to be introduced at two different points of the process, therefore, any inconsistencies derived from typos when introducing the pre-arrival data of containers will be checked and corrected during the operation process (maneuvering) with the fork lift crane.

  • Statistical analysis. The historical log makes possible to identify possible patterns and issues regarding operations in port, from wrong stacking strategies to the different behavior of the consignees or cargo owners. Allowing to develop bespoke strategies in the future if deemed necessary.

Q: How does the system work and what benefits it provides?

The white box system is a system that we have developed in the port of Melilla. It will let know at on real time where each container is placed as well as additional information from it. That is, the time of entry to the port, and its estimated time of departure. It will also allow us to know which kind of merchandise it contains, who has manipulated it, how long it took moving it, etc. It will answer a series of questions that today are difficult, especially, to evaluate and quantify.

Once the system is fully implemented in the port of Melilla it will allow the development of a second phase: implementing the black box system. The black box system will allow us to, not only to know the movements within the container terminal but also of all goods entering and leaving the port. This information is very important for the billing and clearance processes performed by the port authority. That is, settling the rate at merchandise (T3) and container storage fees (T7.2).

El sistema caja blanca que es un sistema que hemos desarrollado en el puerto de melilla permitirá conocer en cada momento dónde se encuentra cada contenedor así como la información adicional a este, es decir, en qué momento ha entrado en el puerto y en qué momento saldrá. Además nos permitirá conocer qué tipo de mercancía tiene, quién la ha manipulado, cuanto se ha tardado. Va a responder una serie de preguntas que hoy en día son difíciles de, sobretodo, valorar.

Una vez que este sistema se haya implantado en el puerto de Melilla permitirá una segunda fase: implantar el sistema caja negra. Este sistema caja negra lo que nos permitirá no es solo conocer la terminal de contenedores sino todas las mercancías que entran y salen de este puerto. Esta información es muy importante para poder realizar las liquidaciones comerciales que se desempeñan en la autoridad portuaria. Es decir, la tasa a la mercancía (T3) y las tarifas de almacenamiento de contenedores (T7.2).

Q: What use will you give to the recorded data?

The information collected will allow the port authority to know at all times where the container is and what time did it enter the container terminal and the time at which it left it. .

It will also reveal additional information contained in the freight (inventory) list. That is, what kind of merchandise is contained in the container and who is its final consignee/addressee.

La información recogida permitirá a la autoridad portuaria conocer en cada momento dónde se encuentra el contenedor así como a qué hora ha entrado en la terminal de mercancías y a qué hora ha salido de esta.

Además permitirá conocer una información adicional que normalmente viene relacionada en el sobordo. Es decir, que tipo de mercancía es la que viene en el contenedor y a quién va destinada.

Q: Will you implement the measure to all containers/consignees?

The system will be implemented for all consignees. This will allow us to know where each container is at all times and who is its owner, whether it entered the terminal by sea or by land.

El sistema se implementará en todos los consignatarios esto nos permitirá conocer dónde se encuentra cada contenedor en cada momento y a quién pertenece, tanto si entra por vía marítima como vía terrestre.

Q: What are the future steps to be taken, how and when do you intend to take them?

After the white box is fully implemented, the next phase will be to implement the black box, i.e. a larger subsystem that not only will let us know what enters and leaves the (container) terminal but also everything (that moves) around it (i.e. the whole port) through both, sea and land accesses.

Una vez implementa la caja blanca, la siguiente fase es implementar la caja negra, es decir, un subsistema de mayor tamaño que permitirá conocer no sólo lo que entra y sale en la terminal sino también todo lo que hay alrededor de ésta hasta la salida del puerto tanto para su entrada por vía marítima cómo por vía terrestre.

Q: How does the system work?

The system basically gets the information from the containers to know their location within the yard or the container area within the port and to check what movements are made with them.

El sistema básicamente coge información de los contenedores para saber cuál es su situación dentro de la campa o de la zona de contenedores del puerto y ver que operaciones se realizan con ellos.

Q: What benefits does it provide?

It is very simple, the benefits are basically that now there is a comprehensive control of the containers position, the consignees responsible of them and (the number) and kind of operations that have been performed with them, in order to know the amount to be billed to the consignees.

Muy sencillo, los beneficios básicamente es que llevas un control exhaustivo de cuál es la posición de los contenedores a qué consignatarios pertenecen y qué tipo de operaciones se han realizado con ellos para saber qué facturación vas a realizar a los consignatarios.

Q: What are the main differences with the previous methodology?

Before (the pilot) the control was much more manual. The port police had to take an almost daily visual control and state of the containers in the port.

Antes, se llevaba un control bastante más manual dónde se requería que los policías portuarios llevaran un control prácticamente visual y diario del estado de los contenedores dentro del puerto.

Q: Was it necessary?

Yes, it was critical. Basically what we got with this control system (the pilot action) is to know (firsthand and on real time) what is the position of the containers , what kind of operations are underway and thereby give transparency to the consignees when such movements are billed.

Si es fundamental, básicamente lo que conseguimos con este sistema de control es conocer de primera mano y en tiempo real cuál es la posición de los contenedores, qué tipo de operaciones se están realizando y con ello damos una transparencia hacia los consignatarios a la hora de facturar ese tipo de movimientos.

Q: Are there any improvements to be made to the system tested with the pilot action?

Well, now the system is in its pilot phase and the type of improvements and progress that can be made are quite obvious.

The main one is the connection with both the RP system port (the financial system and billing thereof) as well as operational planning, management and control system which would allow us to transition to the exchange of information between consignee, port authority and port workers resulting in higher profits, higher productivity and a greater control over what is billed and about how we work.

Bueno, el sistema ahora mismo está en una fase piloto y el tipo de mejoras y avances que se pueden realizar son muy evidentes. El principal es la conexión con el sistema tanto del RP del puerto (que es el sistema financiero y de facturación del mismo) como del sistema de gestión y control y planificación de explotación que nos permitiría pues hacer una transición hacia un movimiento, un intercambio de información entre consignatario, autoridad portuaria y trabajadores del puerto que redundaría en mayores beneficios, mayor productividad y un mayor control sobre lo que se factura y cómo se trabaja.

Q: What are the main drawbacks observed, if any?

Drawbacks? Well, when working with the system someone has to input the information so during the doing loading and unloading operation some extra time is needed to input this information into the system since, by now, the OCR or automatically information extraction, has been discarded.

¿Inconvenientes? Bueno, siempre existe algún tipo de inconveniente a la hora de trabajar con el sistema alguien tiene que meter la información -mientras se están haciendo las operaciones de carga y descarga- se pierde cierto tiempo a la hora de meter esta información en el sistema ya que se ha descartado la parte de conexión por OCR o extracción de información de manera automática.

Q: How does the system work and what benefits it provides?

Q: What are the future steps to be taken, how and when do you intend to take them?

Subsequently, in a second phase, the black box system will be developed, extending (the control system) not only to the container terminal but to all merchandise entering the port. This system is of absolute importance to the port of Melilla since it will help to improve the operation and management of the port itself and also the billing of taxes such the T3, the rate over the merchandise, and improve the quality and safety of the operations we perform.

Posteriormente se hará en una segunda fase el sistema de caja negra, que se ampliará no sólo para la terminal de contenedores sino para toda la mercancía que entra en el puerto. Se trata de un sistema de absoluta importancia para el puerto de Melilla. Va a permitir mejorar no solo la explotación y la gestión del propio puerto sino también la facturación de distintas tasas como la tasa T3, la tasa a la mercancía, y mejorar los sistemas de calidad y de seguridad en las operaciones que realizamos
